The Proposal Manager must have knowledge and experience working federal government contracting business development efforts in developing proposals and winning strategies for various contract pricing structures (FFP, CPFF, CPIF, FPAF, etc.) Experience in writing and editing sales and other materials for RFP responses, RFI responses and presentations.

Primary Responsibilities
Candidate will be responsible for leading proposals and providing capture and proposal expertise to include Defense and Federal customers. Participation in proposal development team planning and execution, reviewing Requests for Proposal (RFP) requirements,  and conduct analysis on RFP and assessing strategy for responding to requirements.  Candidate will plan, strategize, and position the proposal, including developing win themes, best value propositions, discriminators and graphics. Assist line managers and staffing understanding and implementing capture management and proposal development best practices. The candidate will be responsible for ensuring compelling, complete and compliant proposal responses that reflect win strategy elements and align evaluation factors and criteria. Establish short and long-term proposal objectives consistent with organizational strategy.

 

Basic Functions

  • Lead and manage the overall proposal development process from Pre-Proposal through Post Proposal Phases.
  • Analyze the government solicitation, identify all requirements and criteria for evaluation, and prepare and distribute the detailed proposal schedule, outline and guidelines.
  • When necessary, serves as liaison between subcontractors and/or prime contractors on behalf of Patriot Defense Group
  • Manage and be accountable for compliance and the timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and the RFP’s requirements.
  • Collaborate with executives, management teams, functional units, BD personnel, stakeholders, partners, and subject matter experts to provide proposal leadership, support, and overall direction.
  • Respond rapidly to RFP amendments and implement required changes to proposal.
  • Develop and apply proposal management artifacts including but not limited to: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others.
  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
  • Manage multiple proposal tasks with sometimes rapid turnaround deadlines.
  • Support other Proposal related activities (e.g., content databases) as needed.
  • Support internal business development activities as assigned (e.g. Searching and tracking FBO, white papers, case studies, competitive analysis, marketing collateral).
  • Define, document, implement, and support continual proposal process improvement.

Assistant A&S Instructor Camp Lejeune

Patriot Defense Group has an IMMEDIATE NEED to identify a Assistant A&S Primary Instructor  who will be seated in Camp Lejeune NC.

The contractor shall assist in the duties and functions associated with the assessment and selection of Marine candidates for follow on training at the Individual Training Course. Personnel shall have the ability to carry 45lbs pack and hike up to 12 miles in one day. Personnel shall be experts in military advanced land navigation and the establishment of SOF specific venues oriented toward team and individual assessments. Personnel shall be expertly skilled in the use of electronic devices utilized to track personnel and global positioning devices worn during land navigation exercises. Personnel shall have the ability to operate the human assessment and performance tool known as the Whole Marine Program during the execution of their assigned duties. Personnel shall have a working knowledge in formulating military operations orders and disseminating the information to other personnel orally. Personnel shall be thoroughly familiar with the 10 MARSOC attributes and how they apply to the selection of Marines. Contractor personnel shall also be assigned as Range Safety Officers. The contractor must have the ability to deliver platform instruction to candidates in attendance of A&S.. The contractor shall be responsible for other training, administrative and operational duties in support of the A&S mission.

In order to facilitate the A&S Program contractor personnel shall utilize the following steps in support of the A&S objectives and goals. Contractor personnel shall have a basic understanding of these steps, and are required as A&S SME’s to possess a working knowledge of the following:

  • Systems Approach to Training (SAT)
  • Program of Instruction (POI) Development, Analysis and Improvement
  • 5 years SOF experience as an E-6 through E-9
  • 3 to 5 years of service within a SOF or a Marine Corps SOF organization as an enlisted member.
  • Formal Military Instructor Course or SOF equivalent
  • 2 years’ experience utilizing the Whole Marine Program software
  • Certified Range Safety Officer

RESPONSIBILITIES

  • Provide support in the areas of CI-focused security screening, CI-focused vetting and intelligence analysis, and administrative support to the Security Vetting Office (SVO)

  • Three (3) years in identity validation and analysis or targeting.
  • Experience with operations of the Biometric Automated Toolset (BAT)

YOUR RESPONSIBILITIES

Additionally, you will:

  • Assimilate large volumes of information and independently produce reports.
